Compact funding and the reporting it requires

The Federated States of Micronesia receives economic assistance from the United States under a Compact of Free Association, alongside contributions to a trust fund intended to provide revenue after direct assistance steps down. The Compact has been amended over the years, most recently through agreements concluded in 2023 and given effect by United States implementing legislation, and the oversight arrangements have changed with it. What has not changed is the shape of the obligation: how the money was spent, against what plan, verified by audit, reported to a body outside the country. The reporting is a condition of the money.

That makes budget execution, grant expenditure, procurement, payroll and programme performance reporting into evidence rather than administration. Where AI assists in classifying expenditure, reconciling a grant ledger, drafting a performance report or preparing an audit response, the platform validates the input before the model runs, validates what comes back against the government's own rules, and writes one immutable ledger row for every call -- actor, action, inputs, outputs, model version and verdict. A figure that cannot be traced to its source document, its transformation and the moment it was produced is not a figure an external auditor can rely on. As the balance shifts toward trust fund income, the country's own record of how it manages public money becomes the record that carries the most weight, which is an argument for building the trail now rather than reconstructing it later.

Four states, one federation, and the question of which layer holds authority

Chuuk, Kosrae, Pohnpei and Yap have their own constitutions, governments and administrations alongside the national level at Palikir. Health, education, land and much of service delivery are handled at state level, while the national government carries external relations, national finance and the fishery. The same programme -- a health grant, a school system, an infrastructure project -- can therefore generate records at more than one layer, held by different authorities with different mandates over the same person or the same asset.

In a system like that, access control is not an administrative convenience. It is the mechanism that keeps a state hospital record from being read by someone with no mandate over it, and that lets a national auditor see what the national mandate covers without opening everything else. The platform enforces role-scoped access at the point of the call, so a national officer, a state administration, an external auditor and a programme partner each see exactly what their mandate permits and no more, and every access is written to an immutable record -- who looked, when, and under what authority. Where AI assists in reconciling records across layers, the input is validated before the model runs and the output is validated against the rules of the layer that holds authority, with escalation to a named person wherever a determination would change someone's entitlement.

Licensing, vessel monitoring and catch documentation under the vessel day scheme

The country is a party to the Nauru Agreement, whose vessel day scheme prices access to the purse-seine tuna fishery by allocating and trading fishing days rather than tonnage. The National Oceanic Resource Management Authority manages that access nationally, and the secretariat of the Western and Central Pacific Fisheries Commission is based in Kolonia. Licence issuance, vessel monitoring, observer reports, transhipment records and catch documentation are not administrative by-products of the fishery. They are the basis on which access is priced and national revenue is collected.

That makes every step in the evidence chain consequential and every dispute a documentary one. Where AI assists in reconciling vessel position data against reported effort, screening catch and transhipment declarations for inconsistency, or preparing regional reporting, the governed chokepoint applies: input validated before the model runs, output validated against the authority's own rules, an audit row written for every call, and escalation to a person wherever the answer would affect a licence, a penalty or a revenue figure. Role-scoped access lets the national authority, a regional body and an operator each see what their mandate permits. When a day count or a catch figure is contested, the answer should be a record both sides can read rather than two assertions.

Adaptation finance, monitoring and the conditions attached to it

Low-lying islands and atolls here are exposed to sea-level rise, coastal erosion, saltwater intrusion into groundwater and freshwater lenses, and storm surge, and the western part of the country lies in a typhoon-exposed part of the Pacific. Adaptation and resilience projects -- coastal protection, water security, relocation planning, infrastructure hardening -- are financed by external funds and financiers, and that finance is granted against monitoring, reporting and verification conditions rather than against intent.

The conditions are the point. A financier is buying a monitored outcome, and the monitoring series is what the money is actually paying for. Tide and erosion measurements, water quality and salinity readings, project milestone and disbursement records, and safeguard and grievance documentation all have to remain readable and attributable years after the project team has moved on. Where AI assists in reconciling monitoring series, classifying observations, estimating exposure or drafting a reporting submission, validation runs before the model and against what it returns, and one immutable row is written for every call. A measurement that cannot be traced to its instrument, its site and its moment is not a measurement an accredited entity or a verifier can rely on, and a project that cannot show its trail is a project whose next tranche is harder to obtain.

Banking, remittances and the evidence correspondent counterparties ask for

The economy uses the United States dollar. Domestic banks and financial institutions are supervised by the FSM Banking Board, and the flows that matter to households -- remittances from family working abroad, Compact-related transfers, trade payments -- depend on correspondent relationships with banks outside the country. Small Pacific jurisdictions have faced sustained pressure on those relationships, and the practical response is not a policy statement but evidence that screening and monitoring actually execute.

AML and sanctions screening, transaction monitoring, customer due diligence and supervisory reporting all run through one governed chokepoint, producing evidence in a form a domestic supervisor and a correspondent counterparty each accept without a translation exercise afterwards. Screening is enforced rather than advisory: a hit blocks the call, an override escalates to a named person, and the override decision is itself written to the ledger with its reason. Where AI assists in scoring risk, resolving names or drafting a report, the same enforcement applies at the point of the call. Produce the evidence once, and let it be read by whoever needs to read it.

Health, education and civil records across dispersed islands

State hospitals and dispensaries, the school systems, the College of Micronesia-FSM, civil registration, land records and social programme administration hold the data that touches people most directly, and they operate across islands separated by long distances and uneven connectivity. Much of this sits at state level, and much of it is also reported into national and externally funded programmes, so the same person can appear in records held by more than one authority.

That is exactly the setting in which governance is cheapest to build in and most expensive to retrofit. Wherever AI assists -- summarising a clinical record, classifying a case, drafting correspondence, matching records between systems -- the platform enforces minimization and role-scoped access at the point of capture, validates outputs against the institution's own rules before they reach a decision-maker, escalates to a person wherever a determination affects an individual's entitlement or care, and writes an immutable row for every call. Content-logging modes can store a verifiable fingerprint rather than the content itself, and certified deletion produces a tamper-evident certificate when a dataset must genuinely be gone. These are protections for the people in the records, and they execute in code rather than depending on a policy being followed.

On-premise deployment inside Micronesian facilities

Enforcement, inference and audit logging run inside the institution's own environment -- a server room in Palikir or Kolonia, a state administration in Weno, Colonia or Tofol, a hospital, the fisheries authority. Data does not leave the perimeter in order to be processed, which is the only version of data residency that actually holds.

Air-gapped operation as a supported configuration

For civil registration, patient records, audit files or licensing data, deploy with no outbound path at all. The platform does not phone home for telemetry, licence checks or model routing, so an air gap is a supported configuration rather than a degraded one.

Offline-capable enforcement across the outer islands

Governance does not pause when connectivity does. On an outer island, on a vessel, at a dispensary or a school between supply runs, validation still executes and the ledger still writes, and records created while disconnected reconcile cleanly when the link returns. Across distances like these that is practical rather than optional.

Layered residency across national, state and external reporting

Compact reporting, regional fisheries obligations and state-level service delivery each touch a different set of rules about who may see what. Deploy so that records governed by one authority stay where that authority requires, with layer-specific policy enforced at the same chokepoint rather than in separate systems that drift apart.
